MCIT - Ministry of Communication & Information Technology, in cooperation with the Ministry of Higher Education & Ministry of State for Scientific Research invited offers & cost budgets for so called R & D Virtual Centers of Excellence in IT related fields. Scheme targets to link scientific research in Egypt with production sectors of distinguished specialties, enhance technology transfer from multinationals & Egyptian expatriates abroad. Scheme further targets the enhancement of invention skills among Egyptian youth & the revamping of products & services quality in related fields. MCIT now invites integrated offers for the first type of such virtual centers of excellence identified as Data Mining Centers. That would require the formation of consortia group: (a) research teams from Egyptian universities & research institutes. (b) Work teams of experts working at multinational or Egyptian companies. (c) Work teams of experts at Egyptian promising companies. (d) Work teams grouping Egyptian expatriates abroad whether working for foreign universities or specialized multinationals. Consortia should group representatives of all above four criteria yet not less than one person for each. Offers must specify experiences of its members also a three years work plan. Offers must also define proposed output in terms of R & D, products and services revamping, invention rights, also a budget determining the required finance.
