Alexandria Governorate, the General Secretariat, has invited eligible consultants to express interest to extend consultancy services for a project in Alexandria identified as Alexandria Growth Pole Project going under Japanese & World Bank support. Such services are required to prepare (1) Market analysis for a proposed large mixed-use land development in Alexandria, Egypt (2) land use plan & preliminary off-site infrastructure cost estimate for the selected site. (3) Public private partnership arrangements for the site development. Project involves the land surrounding Lake Mariout. The Governorate is currently evaluating few sites & will designate the first site to be developed prior to commencing the consulting services under this contract. Services will include market analysis of the selected site based on preliminary land uses identified by the Government. Other services will include preparing an overall land use structure plan for the site based on the market analysis & other considerations of feasibility that would serve as the basis for inviting request for proposals (RFPs) from land/ real estate development companies, concluding preliminary cost estimates of off-site/ trunk infrastructure to the site (on-site infrastructure would be the responsibility of the selected developers) and presenting recommendation on structuring & sequencing the land development process. Services will also include preparation of RFPs and tender documents for a) down stream land development & b) off-site/ trunk infrastructure design and implementation. Alexandria Governorate now invites eligible consultancy firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services indicating guiding land development under PPP arrangements (brochures, description of similar conditions, CVs of key staff and availability of appropriate skills among staff. etc.).Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines.
