Alexandria Governorate, the General Secretariat, has invited eligible consultants to express interest to extend consultancy services for a project in Alexandria identified as Alexandria Growth Pole Project going under Japanese & World Bank support. Such services are required to prepare (1) Feasibility studies for the collection & treatment of wastewater at three locations within the City. (2) Analyze cost effective treatment options to enhance the quality of wastewater effluent in existing treatment plants. (3) Evaluate the economic benefits of reduction of pollution load on the receiving bodies. (4) Prepare complete bidding documents for first priority investment components. The aim is to design measures to improve wastewater treatment system in Alexandria that would reduce the wastewater pollution load on the receiving bodies. Alexandria Governorate is keen towards improving the environmental conditions in Lake Mariout. One of the reasons of poor water quality in the Lake is the disposal of up to 800,000 M3/ day of primary treated effluent from two wastewater treatment plants as well as about 250 M3/ day of untreated sewer from 3 outlets (Somouha, Gonet Zohra & El Amlak) to El Qala drain, which are eventually discharged into the main basin of the Lake. The effluent has high organic load and very low oxygen content. Service will include (a) mapping out sources of untreated sewer & preparation of feasibility studies for the collection and, possibly, on-site treatment of wastewater in the three outlets, (b) analyze cost-effective treatment options to enhance the quality of wastewater effluent in existing treatment plants (cost-effective enhanced primary treatment options) (c) evaluate the economic benefits of reducing pollution loan on the receiving bodies as a result of such measures, and (d) prepare complete bidding documents for priority investment components, based on design build modality. All proposed interventions should cover technical, economical, financial & social aspects, as well as environment impact assessment. A special focus is also expected on the suggestions of a sustainable system of operation & maintenance. The assignment is expected to start in December 1, 2005& completed by May 15, 2006. Alexandria Governorate now invites eligible consultancy firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services indicating guiding land development under PPP arrangements (brochures, description of similar conditions, CVs of key staff and availability of appropriate skills among staff. etc.).Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines.
